Jan 13 of 2010, Primer Wen Jiabao, when hosting the Executive Meeting of the State Council, brought forward that the merge of telecom network, broadcasting-TV network and the Internet should be accelerated. China, started 3G services in 2009, has gained favorable technologies, network infrastructures, and market for further merge of the three networks, so it is already the critical period for accelerating the merge of three networks.
Merge of three networks refers to the merge of broadcasting-TV network, telecom network, and the Internet, among which the Internet plays the critical role. Such merge can be realized through two different ways. One is to provide the same services and contents via both broadcasting-TV network and telecom network, while the other is to combine the services of broadcasting and telecom networks, for example, the broadcasting-TV network providing the contents and the telecom network providing interaction performance. Saving of resources will be the direct benefit from the merge of the three networks.
To some degree, 3G application may accelerate the merge of the three networks as a catalyzer. With the upgrading of mobile communication networks, the mobile vocal and message oriented 2G operating mode is transferring to the data oriented 3G services. With the jump increase of mobile data transmission rate, the access of mobile terminals was greatly improved, which made it possible for the merge of telecom network and the Internet. Meanwhile, the application of certain new value-added services such mobile TV also offers a platform for the merge of telecom network and broadcasting network. According to the relative national policies, the State Council will promote the application of CMMB, Mobile TV, and Broadband digital TV, as the stresses during the merge, in order to promote the development of cultural, information and some other service industry, and to accelerate the construction of the national standard system for the merge of the three networks. In addition, the State Council will also constitute relative industrial policies to support the common, fundamental and key technologies for the merge of three networks as well as the R&D and industrialization of the key hardware and software.
Currently, there are still no true 3-in-1 services in China where some 2-in-1 trial services in some specific area. The most typical sample is the evolution of mobile multi-media broadcasting and TV. The requirement on the mobility of mobile TV determines that the mobile multi-media module embedded in the mobile terminals will be more helpful to popularize such win-win service. But the competition between the telecom and broadcasting departments has wasted too much time and energy in striving for the dominant position on the mobile TV market, which resulted in that the mobile multi-media broadcasting TV programs can be only offered on some TD-SCDMA terminals and a few of mobile TV terminals in China and that the number of TD users that has not grown explosively strictly limited the development of mobile TV. So the above bounds will be broken and the new growth pole will be produced for the healthy industrial development if the three networks are successfully merged.
