Three 3G bidders approved; no newcomers

Ukraine¡¯s National Commission for the State Regulation of Communications and Informatization (NCCIR, orNKRZI) confirmed on its website that it has approved the bidding applications of three entities for three 2¡Á15MHz 3G UMTS licences, due to be awarded next month. The regulator¡¯s statement came following a meeting in which it considered the application documents received from market participants by the deadline of 15 January 2015. Although the regulator¡¯s official announcement did not mention the names of the approved bidders, the country¡¯s three nationwide GSM mobile network operators Kyivstar, MTS and Astelit (life:)) have all separately confirmed their bids. A fourth application had reportedly been made by infrastructure operator Ukrtower, a subsidiary of Turkish mobile operator Turkcell, itself the majority shareholder in Astelit, on the basis of the possibility of building a shared 3G network for use by all Ukrainian operators ¨C but this does not appear to have reached the approved bidding stage. The NCCIR added that a tender guarantee must be paid by each bidder no later than three working days before the auction contest to be held on 16 February 2015. The paired frequencies up for grabs are in the bands: (MHz) 1920-1935, 2110-2125 / 1950-1965, 2140-2155 / 1965-1980, 2155-2170. TeleGeography¡¯s GlobalComms Database says that Ukrtelecom (TriMob), Ukraine¡¯s current soleUMTS network operator, holds frequencies in the 1935MHz-1950MHz, 2125MHz-2140MHz paired band.
