Sino-Japan Workshop on Future Mobile Communication Technologies, Applications and IPR Issues

In order to promote Sino-Japan progresses and development of future mobile communication technologies and enhance the cooperation in B3G field between the two countries, Sino-Japan Workshop on Future Mobile Communication Technologies, Applications and IPR Issues, jointly organized by FuTURE FORUM and YRP Committee, was held in Lijiang of Yunnan Province.

The workshop was attended by over 50 experts from Chinese and Japanese mobile communication fields, including Mr. Wu Hequan, Vice President of Chinese Academy of Engineering and Chairman of FuTURE FORUM, Mr. Yang Lincun, Director of Intellectual Porperty Affaris Center of MOST, Mr. Zhou Xingguo, Director of Spectrum Engineering Division of The State Radio Monitoring Center, Mr. Fu Yaowei, Deputy Director of The High-Tech Research & Development Center of MOST, Mr. SAKANAKA/Yasushi,Director of Land Mobile Communications£¬ Division Radio Department of Telecommunications Bureau of MIC, Prof. You Xiaohu, Secretary-General of FuTURE FORUM, Mr. MOTAI Akio, President of YRP R&D Promotion Committee, JAPAN-CHINA ICT Forum, and Prof. Yoshida Susumu from Kyoto University.

Mr. Wu Hequan, Chair of FuTURE FORUM, made a welcome speech in which he briefly introduced the progresses and advancement on the R&D of mobile communication market and technologies achieved by China over the recent two years and highly appraised the remarkable achievements made by Japan in the R&D of 4G technologies. While introducing the effort made by Chinese Government in promoting the development of mobile communication technologies, Mr. Wu stated that the next generation broadband wireless communication, representing the major orientation of the development of information technologies, had been admitted as one of the 16 significant programs in the Chinese National Plan for Medium-and-Long-Term Development of Science and Technology. Chinese Government will fund more to support the next generation mobile communication technologies. Director Yang Lincun, on behalf of MOST, expressed congratulations to the workshop and sincerely hoped that the Sino-Japan communication and cooperation could be strengthened and the substantial cooperation would be conducted in technical R&D and industrialization.

Mr. SAKANAKA/Yasushi, Mr. MOTAI Akio, and Prof. Yoshida Susumu, respectively representing MIC, YRP and IEICE, made welcome addresses, in which they reviewed the effort made by both China and Japan to promote the development of future mobile communication technologies, hoped that the communication and cooperation between Japan and China would be continued and wished a great success for the workshop.

The workshop was divided into four parts, namely Wireless Communication Technology and Progress in China/Japan, Wireless Transmission Key Technology and Network, Future Technology/Standardization & IPR Affairs, and Future technology/Network/Application, on which 24 experts made excellent reports and heated discussion were held. In Part 1, Mr.SAKANAKA/Yasushi from MIC of Japan, introduced the development of Japanese mobile communication industry and IMT-A technologies as well as the governmental promotion of the R&D of industrial technologies, standardization and IPR issues. Mr. Zhou Xingguo, Director of Spectrum Engineering Division of State Radio Monitoring Center, Chair of FuTURE WG3, reported on Mobile Communication Technologies Development driven by Efficient Radio Spectrum Usage, in which he introduced from three aspects namely ¡°limited spectrum resources¡±, ¡°Future mobile communication technology requires high-efficient usage of spectrum resources¡±, and ¡°technical innovation¡±. In addition, he introduced three key technologies and further clarified the future orientation of how to enhance the spectrum utilization.

In Part 2, 15 experts from Chinese and Japanese universities, research institutes and FuTURE working groups introduced some innovative wireless transmission and network technologies regarding signal processing, channel measurement, link design, interference reduction, and multi-user MIMO, and numbers of advanced relay and RRM technologies on which all the representatives had heated discussions and communications. Mr. Kohei SATOH, Managing Director of Association of Radio Industries and Businesses, and Mr. Yang Lincun, Director General of Intellectual Porperty Affaris Center£¬Vice Director General of The High-Tech Research &Development Center of MOST, respectively introduced the problems occurring in Japanese IMT-A standardization and Chinese R&D of mobile communication technologies. In part 4, experts from Huawei, ZTE, Potevio, OKI and Willcom introduced the latest development of their technical R&D and applications.

Besides the competition, the complicated environment for the development of future mobile communication technologies requires more technical input, resources and industrial cooperation through which the risks and costs can be reduced. With the joint effort made by FuTURE FORUM and YRP over the recent years, several Sino-Japan communication activities have been successfully held to promote the official and civil cooperation and communication between the two countries. This workshop is held right after the finalized allocation of IMT-Advanced spectrum with an increasingly clear technical development route. It is believed that Japan and China will further endeavor to improve the mutual communication to gradually implement and fulfill the strategic plan and target for cooperation enhancement and to promote Sino-Japan cooperation to a more profound and comprehensive level.
