The Third Council Meeting and General Assembly of
FuTURE FORUM
May 30th of 2008, the third Council Meeting and General Assembly of FuTURE FORUM was held in Beijing Xiyuan Hotel, which was presided by Academician Wu Hequan and attended by 18 directors and 30 representatives of the Forum members.
Chairman Wu Hequan made a welcome speech at the beginning, in which he mentioned the start-up of the national significant program of the next generation broadband wireless communication, the reconstruction of the operators, the issuance of 3G licenses, which symbolizes broader development of China¡¯s mobile communication technologies and indicated that FuTURE FORUM will have more influence on the domestic communication industry within such environment. In addition, Chairman Wu also talked about the importance of emergent communication in the rescue and relief work for the earthquake in Wenchuan County of Sichuan Province, such as emergent video transmission and communication between disaster area and the outside world, which brought forth new challenges for the mobile communication industry.
A video was subsequently played on the meeting, in which Director Feng Jichun, Vice Director Zhang Xinsheng, principals in charge, and council directors all expressed ardent expectations for FuTURE FORUM.
Entrusted by the council, Prof. You Xiaohu, Vice Chairman and Secretary-General of FuTURE FORUM reported the work of 2007 and introduced the working plan for 2008.
Supported by the governmental departments in charge and with the effort of all the members, FuTURE FORUM successfully fulfilled the tasks set on the previous council meeting. The technical white paper was publicized and some of the key technologies have been submitted to the IMT-Advanced Promotion Working Group. With the participation and promotion of FuTURE FORUM, Chinese and Swedish governments, with a mega-money move, started up Sino-Swedish Strategic Cooperative Programme on Next Generation Networks: ¡°IMT-Advanced and Beyond¡±. FuTURE FORUM also organized visits to and communications with Japan, Korea, Finland, and Taiwan Region, and signed the Letter of Intension with 3GCLUB of Taiwan on the joint development cross the Strait. Supported by the relative departments, FuTURE FORUM contributed some research power to the national B3G related projects such as the Comprehensive R&D of IMT-Advanced Spectral Efficiency, Candidate Frequency Bands, and Radio Propagation Features. In addition, FuTURE FORUM, fully functioned as a bridge for communication, organizing various workshops and communication activities, such as Seminar on System and Technology Requirement of IMT-Advanced, Workshop on Hot 3G/B3G Technology and Development Tendency, Workshop on Future Service and Application, and arranging VIP dinners as opportunities for the members to communicate with the government officials.
In 2008, FuTURE FORUM will continue to participate in the national significant scientific and technological projects, focusing on the perspective subjects on mobile communication involved in the National 863 Plan and the National Significant Scientific and Technological Projects. For instance, FuTURE FORUM will involve UWB and frequency sharing technology into the BWA Special Working Group and conducted communication activities such as seminar on B3G technologies of Mainland China, Hongkong and Taiwan.
All the directors and member representatives had a heated discussion on the above issues, affirming the work done in 2007 and proposing suggestions on the work in the future, and reached agreement on the working report of 2007 and the working plan for 2008.
On the council meeting and general assemble, the Working Group Technical White Paper, finalized with the contributions from 35 members, made its first public appearance. Pref. Zhang Ping, Vice Chairman of FuTURE FORUM, introduced the main content of the white paper. The white paper takes user requirements as the starting point, covering service applications, spectrum management and utilization, radio access technology, radio resource management and network architecture. The most representative future mobile communication technologies are described and analyzed at different layers, reflecting the level and features of the research conducted by the working groups of FuTURE FORUM.
In order to encourage and praise the members and individuals that actively participated in and contributed to the Forum work, and to further promote and improve the work in the coming year, Chairman Wu Hequan, on behalf of FuTURE FORUM, presented six awards to the members and representatives, namely Outstanding leaders, Outstanding individuals, Star Individuals, Prominent contribution, Outstanding member, and Remarkable progresses.
