of Visit to Japan
China and Japan has been diligently promoting the communication
and cooperation in the development of B3G related mobile
communication and made important progress in the R&D
of advanced technology since MOST of China and MIC of Japan
signed the cooperative memorandum in August last year. Invited
by Japanese Government, the Chinese delegation paid a special
visit to MIC of Japan, Yokosuka Research Park (YRP), and
TELEC Center. During the visit, the both parties reviewed
and promoted the newest R&D evolution in mobile communication
and had a penetrative discussion on the long-term cooperation
in the development of both technology and standardization.
The delegation, headed by Mr. Feng Jichun, Director-General
of Department of High and New Technology Development and
Industrialization of MOST, consisted of Mr. Qiang Xiaozhe,
Director of Division of Information and Space under Department
of High and New Technology Development and Industrialization
of MOST, Prof. Zhang Ping from BUPT, Vice Chairman of FuTURE
FORUM, Prof. Wei Guo from USTC and Ms. Shi Youyan from FuTURE
FORUM Secretariat.
Visit to Yokosuka Research Park (YRP)
On the morning of September 25th, the Chinese delegation
went on a ride to visit Yokosuka Research Park (YRP), 6
kilometers away to the south of Yokosuka which was near
to Tokyo. YRP is a beautiful research park covering 58.8
hektares with convenient traffic where there are more than
9500 R&D personnel. Having been warmly received by Mr.
TOSHIAKI MACHIDA, Executive Manager of R&D General Affairs
Department of NTT DoCoMo and Mr. SEIZO ONOE, Managing Director
of Radio Access Network Development Department of NTT DoCoMo,
we first visit the R&D center of NTT DoCoMo. Mr. SEIZO
ONOE briefly introduced the development of 3G service in
Japan and all over the world and showed us around the laboratory
where he explained the high-speed and high-definition transmission
of TV signals in the outfield experiments and the R&D
of 2.5Gbps data transmission system which had started at
the end of 2005.
Then, accompanied by Mr. Motai, we visited the headquarter
of YRP R&D Promotion Committee. Devoted in the R&D
of the global advanced mobile communication and telecommunication
technology, YRP has developed into a research park focusing
on the information and communication technology that contains
more than 70 laboratories and nearly 6000 research institutes.
YRP R&D Promotion Committee, consisting of 145 members,
functions as the core leadership responsible for the daily
management and sustainable development of YRP. Mr. Motai,
Chairman of YRP R&D Promotion Committee made a presentation
on the establishment and development of YRP with emphases
on the important events held by YRP during the recent years
and the vision and outlook of YRP¡¯s future work.
Subsequently, we paid a visit to Yokosuka Radio Communications
Research Center of National Institute of Information and
Communications Technology (NiCT) under MIC of Japan. Mr.
Hiroyo OGAWA, Director of Yokosuka Radio Communications
Research Center of NiCT, introduced the framework and research
of NiCT. After that we were shown around the research center
of KDDI.
At the evening, YRP R&D Promotion Committee gave a grand
banquet to welcome the Chinese delegation. The banquet was
hosted by Mr. Motai, and attended by the representatives
from the major members of YRP R&D Promotion Committee,
including Mr. NAKAGAWA Fumihiko, Director General of YRP
R&D Promotion Committee, Mr. Senf, President Assistant
of YRP Committee, Mr. Hiroyo OGAWA, Director of Yokosuka
Radio Communications Research Center of NiCT, Mr. MASAYOSHI
WAKAO, Senior Managing Director of Association of Radio
Industries and Business, Dr. Kohei Satoh, Cooperating Director
of Association of Radio Industries and Business, Mr. A.
Semihiroshi, Manager of Global Development Department of
Fujitsu and Mr. Eiji Hagiwara, Director Member of Board
of Panasonic Mobile Communications Co., Ltd.. First, Mr.
Motai addressed and extended the warm welcome to the Chinese
delegation headed by Mr. Feng Jichun, and expressed his
gratitude to MOST of China and the Chinese experts for their
support to the Sino-Japanese Forum as well as their contribution
to the communication and cooperation on B3G technology.
Then Director Feng Jichun made a speech in which he appreciated
the warm reception of YRP R&D Promotion Committee and
all the Japanese friends and confirmed the achievements
that Japan had made in the field of B3G technology. Mr.
Feng hoped that China and Japan could work together more
closely in the intense circumstances to contribute to the
development of future mobile communication in Asia as well
as all over the world.
Visit to MIC of Japan
On September 26th, the Chinese delegation had an audience
with some Japanese governors including Mr. MORI Kiyoshi,
Director-General of the Telecommunications Bureau, Ministry
of Internal Affairs and Communications, Mr. Manaby KANAYA,
Director of Telecommunications Bureau of Japan Ministry
of Internal Affairs and Communications, Mr. KAWAUCHI Masataka,
Director-General of the Radio Department, Telecommunications
Bureau, Ministry of Internal Affairs and Communications,
and Mr. OKU Hideyuki, Director of Land Mobile Communications
Division, Radio Department, Telecommunications Bureau.
Mr. MORI Kiyoshi made a grateful acknowledgement for the
visit paid by Director Feng Jichun and then reported on
the achievements that Japan had made since the signing of
the cooperative memorandum in August last year and introduced
the recent development of the data and information industry
in Japan. He also expressed that Japan would like to make
positive communication with some international standardization
organizations and the relevant departments of Japan MIC
expected to have more penetrative cooperation with certain
Chinese organizations.
Director Feng Jichun gave his heartfelt thanks to the invitation
by Japan MIC and reported on the achievements that China
had made during more than one year since the signing of
the cooperative memorandum. He expatiated that China had
listed the next generation broadband mobile communication
as one of the 16 important special projects in the national
medium-and-long term development plan and would invest more
in the development of mobile communication technology. Prof.
Zhang Ping made a brief introduction of the B3G outfield
test system developed in Shanghai including its objective,
core technology and spectrums used.
Finally, the both parties reached an agreement on the bilateral
conference to be held in November that China and Japan would
conduct various exchanges to break the technical monopolization,
enhance the cooperative R&D of B3G common technology,
and realize the sharing of patents. It is also expected
that China, Japan and Korea would have more communication
and cooperation in order to reach some compatible views
to offer to ITU. And a united conference among China, Japan
and Korea was expected to be held in Hainan Province of
China in November.
We visited TELEC Center before ended our trip. TELEC Center,
established in 1978 as an Telecom authentication authority
of MIC, is able to offer official authentication to 103
telecom equipment. TELEC, known for its advanced testing
devices, rich experience in testing and authentic testing
methods, has extended its business abroad through the cooperation
with some European countries. Mr. Motai showed us around
the testing laboratories where we witnessed how the equipment
completed the testing procedures. Director Feng Jichun appreciated
very much the open attitude that the Japanese testing authentication
authorities possess toward the positive international cooperation
and suggested that China and Japan could exchange more in
this field and discussed the possibility of cooperation.
